Wisconsin may be having issues as a state, but the university in Madison is perfectly fine. They have insulated themselves in part by taking more OOS students, especially east and west coast who pay full OOS tuition or close to it.
Madison's business program is good, especially real estate or data science. UGA has proximity to Atlanta and plugged into other sunbelt companies, plus of course warmer weather.
UMD is a value in state and decent business, obviously plugged into more government and contractors than consumer-facing businesses.
They are all using similar textbooks for the core classes, so it really may be other factors.
