I'd be disappointed and annoyed but I wouldn't say anything. I'd eat whatever meager offering they had and then eat again after.

The biggest mistake you've made is assuming that vegetarians are some sort of monolithic group and that every vegetarian would answer your question the same way. They are a diverse set of individuals and you should ask the one that is joining your work group, because she is the only individual whose opinion matters in this case.

I wouldn't mind, especially if the place has a dedicated veg menu. I'm used to cobbling together a meal of salads and sides.

People are vegetarians for different reasons.

I'd pick an alternate, email them, and ask them if they prefer the alternate. Just be honest and say hey we made this but I'm thinking about changing it - what do you think?

+1. Most vegetarians have dealt with this sort of thing their entire lives. If they are fine with coming, they will come. If they aren't, they'll just decline. So long as you don't make every restaurant a steakhouse, it'll be fine.

They’ll probably be ok with a steakhouse since they are reasonable vegetarians and not vegan.

If you had just started planning, I might suggest finding 2 or 3 places and asking if anyone had problems with them. But since plans are in place, I think it is fine to extend the invite and say “we have plans to go here, would you like to join us. I checked the menu and it seems to offer some vegetarian options”.
