Not weird. The rankings go by past results, and this is a new team...they just got ECNL. So they're placed where last year's top Potomac team would have been, even though the team is almost entirely different.
Same with their new ECRL team, which is also in a lower bracket than it probably should be.

I guess it depends on your definition of released. At least bracket changed again this morning. I’m guessing they’re confident in the top brackets because those are popping up on social media but some of the lower brackets still seem to be getting “refined”.

Not surprising the 09’s had been one of the lowest performing Potomac age groups pre ecnl. Not many new results to justify higher as they just started ecnl since Maryland HS season in the fall.

There are a bunch of odd brackets placements.

Our bracket has changed multiple times since announcement. Suspect OP asking when they'll stop tweaking the brackets.
