Curious where you are that you see this. Definitely not at the neighborhood pools I've been to or the beaches I've been to with the exception of college kids.

I think it just means they feel confident in their body and want to flaunt it. You even see bigger women (size 10+) wearing thongs and micro bikinis in public these days. It’s a big change in what’s acceptable to wear in public at the pool or beach from only a few years ago.

This commment is different than your OP. Yes someone wearing a skimpy bikini may be trying to attract attention. (Or not depending on the person)
