Potentially, yes. You can get a good deal on sedans right now - people don’t want them.
Another time to get a good deal is when they have previous year’s models on the lot right after they received the newest year’s model.
For Subaru, that’s in September of each year. The new models arrive and they are desperate to clear out the old stock of cars. Go on the last day of August when they are trying to hit their numbers for that month

Fitzgerald dealerships don’t haggle, they just offer the lowest price - that’s their whole schtick.

I got my Subaru at Fitzgerald in late 2019 for $7K below MSRP. That’s what they offered and I took it.

Dealerships in either state will charge you the DC car tax and they remit it to DC government + get you registered and tags. So no savings there on that.
Biggest point of savings is if you can find a deal deep into Virginia, MD, WV, or PA. You might need to drive a couple hundred miles, but if its a $4K savings then its a no-brainer.
