I don’t think a twenty something kid wants he is parents throwing a party. This is something his friends would do.

I would not expect someone outside the family to plan/host a going away party. Before we moved, we invited DC’s friends out to a nice dinner (covered by us) at his favorite restaurant.

Anyone can throw a party like this. There's not the same etiquette rules as for wedding showers and baby showers (though lots of people ignore those rules, too).
