When we moved cross country, we (parents) organized a big going away party for our tween.

I don’t think a twenty something kid wants he is parents throwing a party. This is something his friends would do.

I would not expect someone outside the family to plan/host a going away party. Before we moved, we invited DC’s friends out to a nice dinner (covered by us) at his favorite restaurant.

Anyone can throw a party like this. There's not the same etiquette rules as for wedding showers and baby showers (though lots of people ignore those rules, too).

Not sure who throws the going away party for a child moving cross country. Would the parent or would it be some outside friend or family member?

This would be to gather friends to say goodbye.
