More CMU than York, but we're looking for safeties and targets with good financial aid, so not CMU. Also we're looking for schools closer than CMU.

UVA Engineering is small. About 500 ugrad students/year across all majors.

Not near DC, but Rose Hulman and Clarkson are both small, undergrad focused engineering schools.

I've heard wonderful things about Lafayette. Wake Forest is a great school too and it's 4 hours away.
