What brand are you using? I think both the Wilton and OXO brands produce cookies that are...well...small.
I don't make them often but when I do, I use my mother's/vintage Mirro press.

It isn't highly rated, though, if that matters to you. The barrel has a wider diameter and I think the screw-press mechanism gives me far more control over how much dough is extruded, especially compared to the "clicker" style of the more modern ones. It does require some practice to get consistently sized cookies but, to me, that's the beauty of a homemade batch. They are
