Takes into account things like moisture in the air. Can change how cold it feels.

I cannot understand the discrepancy here. I am on my Accuweather app looking at Bethesda. The "Today" page says it's 38 degrees and the RealFeel is 36. Then I go to "Hourly" and 4pm says 38 degrees with a RealFeel of 27. That is a huge difference. It is like this all the time so it's not a glitch from today. Anyone else ever have this issue? Which is the truth?
