You could also contact your Board member and see if they can make a fuss.
The county is obligated to provide TAG services per state law.

Can the school bump him up to the next grade for math and reading?
I completely understand because our ES didn't have TAG pull out at all last year. It was a staffing issue. We ended up moving my kid to a TAG center this year.

My friend tried to do that this year before Sept 2023 and they said no because she didn't enter the lottery. If your inbound school isn't offering TAG due to staffing you might get a different answer.
I would contact Theresa Jackson at the TAG office directly. She is extremely responsive.

Im wondering if anyone here has had any luck getting an exception outside of the lottery to get their kids into one of the TAG schools? My son is really struggling at his home school and PGCPS says that each school has TAG offerings but nothing is being offered at his school. I am hoping to find someone else with this or a similar issue who had success getting their kid in outside of the lottery results. Thanks so much for any help!!!
