I usually say happy holidays unless I know the person or it is Christmas Eve or Christmas Day.
Agree you have an equal chance of offending someone with either greeting. But I would rather offend an idiot who, for a reason I cannot possibly fathom, gets upset at a generic holiday greeting, than offending someone who does not celebrate Christmas and does not like the presumption. So I stick with Happy Holidays unless it is Christmas Eve or Christmas Day and I am confident the person celebrates.
