You absolutely don't need parking lots there.
They have 3 metro stops nearby
Metro Center (Orange blue Silver and Red Line)
Federal Triangle (Orange blue Silver)
Penn Quarter Metro (Green and Yellow)
That serves the whole DC region by Metro

The crazy thought is that location is central to the whole metro system. And it would bring a ton of people downtown on Sunday along with other events there. It would be better for the city than the RFK location.
Okay it would stink for tailgating, but great in terms of public transportation.
