Since the rankings are pay to play based, some teams are inflated based on number of games and tournaments paid for while some teams without a lot of tournaments are under ranked.
Take them with a grain of salt of course.
The GotSoccer rankings are complete garbage. Don't take them, with salt or otherwise.
Beyond garbage and not even worth wasting a grain of salt.

Do they have any players that could potentially be playing on MLSNext teams? Is this small club a powerhouse or is this just coy marketing?
I don't think you can extrapolate to say the club is a powerhouse. Looking at the soccer rankings app that applies an algorithm to the wins/losses/goals scored/goals conceded, their top 2011s are 43rd in the state and their top 2009s are 17th in the state.
The 2010 team is ranked 3rd in the state and 75th nationally. In VA, they're behind only SYC MLS Next and Loudon ECNL. I've seen them play a couple times. They're an excellent squad and I think they'd definitely be competitive at the top of ECNL and in the middle of MLS Next. They're a physically imposing team, one of the biggest I've seen at this age group, next to SYC. I think the rankings make sense as they recently lost a close match to Loudon. The 2010 SYC team has a fairly dominant set of players that I'd say is a step up from Villareal's, on the whole. I like the way Villareal plays as a team much better than SYC, though. They're organized and well-coached. They've got a lot to be proud of. (but not #7 in the country).
