The street is NOT a place to store your vehicles. You sound like you live in sprawl, because people in the city know that parking is limited. Moving your cars at least once a week is normal - if not, pay for a private place to store your unused vehicles.

Short term? Yes. Long term? No, and it's illegal in many places like Alexandria.

Report them if it might be violating some sort of local ordinance. My police friend reminded me that when they are called out to check on a situation like this, they are required to check every car on the block, to avoid being accused of targeting individuals (which I totally agree with).

My neighbor (hi Mike) got around this by moving his disabled car into his front yard. I like Mike, though.

I doubt it's a stolen car business. Stolen cars get stripped for parts or shipped to Poland or something rather quickly. They're not left in the street.
