Is it a springing power of attorney, as in you can only use it when your child is incapacitated? That's different than being able to act on their behalf in all circumstances.

I don’t think you should judge without knowing the circumstances around OP needing access to her adult child’s medical records.

You contact their doctor's office and request the records. They will tell you what they need to release the records and what else you'll need to do.
