In the past we've packed food/games and rested in the car. My teams have also gone to restaurants, but not as a full team. Not enough seats for 12-16 kids and 30 parents.
You could go to a museum or similar places, but again it goes back to parking and if kids want to walk around after playing soccer in 40 degree weather. And they have to play again in 2-3 hours.
There is no great way to rest up for this tournament unless you live in DC or just across in MD.

This is a pretty absurd "analysis." The locations are all over the city and in Alexandria, and the games are obviously not all at the same time. There won't ever be anything close to 2000 kids at any one place at any time. What do you mean by rest? Do you need a shopping mall? There are definitely restaurants in all of the locations that can handle a team, or three, at a time. These are major metropolitan areas that host much larger events all-the-time. (like, any regular weekend when the weather is nice).

It's a tournament. You're talking at least 300-400 kids and family members there are no places near those fields for them to hang out at lol.
There are tons of places. You have to drive to a town center from Covenant. Go to Union Market. Go to the Roost. Go to District Taco. [If at RFK]
If at Jelleff, go shopping on Wisconsin. Go to Cactus Cantina.
If at Jackson Reed Go to comment ping pong
If at Witter go to the strip mall across the street.
