For me, Zooey is Zoo-ee. Like as in Franny and Zooey.

My daughter is Zoe and no one has ever pronounced it Zo. Ever. It's a very common name; people have likely met many Zoes before.
I think Zoey looks younger to me, and it's already a young-presenting name. Zoe seems like it would "fit" an adult better, for whatever reason.

I like it with the y.

No Zooey. Zoe or Zoey.

I prefer it with the diaeresis, because that's how it's pronounced, but some people are going to find it weird and it'll complicate spelling.

The dots aren’t weird, but they’d unnecessarily complicate things every time your daughter had to type her name or spell it for someone.

Zoey will be misspelled and Zooey will likely be pronounced Zoo-ee

Zoe is the only tolerable one, but Zooey is particularly bad.

Look up ssa baby names
And pick the most common one
