Your brother sounds like a dumpster fire. He has attracted the kind of woman that such men attract. I guess more drama is going to happen in his life. He will probably end up becoming poor and paying for alimony and child support. My advice is one of tough love. Be in your brother's life but do not allow him to live with your mom or you, or lend him money.
