I think it has to do with them not developing their own talent. They pick a group of kids at 8 years old and develop them only and only add from the outside. Then when those players at 8 are no longer the best at 15 they are out of luck because the players they could have been developing are either at another team or playing a different sport.

I think OP is referring to Arlington ECNL 08 girls who finished in second place last season and are struggling this season. They have a new coach but also injuries. And, yes, this is an important year for them. But I expect that with injured players gradually returning and the team adjusting to the new coach, they'll have a strong spring, which is the most important time for sophomore girls as far as recruiting goes.
