The Amtrak Vermonter Train that stops in Burlington has one train in each direction daily - New Haven to St Albans, VT.

UConn is not really convenient to Amtrak (unless you mean the Stamford campus. You don't want the Stamford campus.)

Drexel is an obvious option. You walk out of 30th Street station in Philadelphia and walk like 2 blocks and you are there.

University of New Hampshire? Amtrak station right on campus, hiking nearby, white mountains nearby. Easy access to Boston and Maine, cute little town. Our child was accepted with similar stats/background. Although didn't end up going as merit aid was not great and it was an expensive OOS for us.

Also - St Michael’s, Keene State, Sacred Heart, maybe Clark? But none fit as well as UVM

U Vermont comes to mind but I don't know how accessible it is to Amtrak.
