It was supposed to be 3 years, but we are in year 4 and they are still using lotteries. They are not going to get rid of it.
They didn't review it in time, perhaps conveniently. It's on the list to be reviewed by OSA in the spring. Any real change would happen next year. Not confident that will happen, despite there having been possible solutions to several inconsistencies noted...and ignored in favor of waiting for the review.
