Individually for a handful of schools. This only helps if you live in one of the wealthier areas and your kids are zoned for the 5-6 top schools. dp.. as a PP noted, HCPSS has less lower income kids than MCPS. That's why you think it's "consistently stronger across the board". That may be a correct assessment but it's not a fair comparison.

Now, if you compare like for like, most of the Top HS in MD are in MoCo.

MCPS is one system. The 5 to 6 schools you talk about are a part of the same system as the rest. Same curriculum, same programs.

The median household income in HoCo is quite a bit higher than MoCo. That’s largely the reason why there are fewer low performing schools. Way higher FARMs percentage in MoCo.

But yes, HoCo redistricts quite a bit more frequently than MoCo.
