If these things are not already illegal, there is no wonder crime is out of control in DC.

Aside from the ski mask thing, the rest of it is obviously already illegal. Conspiracy and racketeering are already crimes. Drug dealing is already a crime.

There are more basic things that could be done to reduce retail theft, however they are politically unpalatable to the white progressives so the won’t be proposed, eg mandating that street vendors display valid business licenses. Conducting “random” inspections of street vendors that are selling dug store products and removing vendors who don’t have licenses. Auditing street vendors taxes, which should include providing evidence of inventory costs and suppliers.

Didn’t the Nadeau legislation recently decriminalize this?

OMG, for me the penny dropped just now! When I first read about this, I wondered why of all things DC would bother to scrap most street vendor licensing requirements so that basically anyone can sell anything. But now I realize it was probably so that they can no longer go after shoplifters who are selling Tide and their other stolen goods on the street. I'm always amazed by how far DC will go to coddle criminals and make it even harder for the police. It doesn't really get any more pro-crime than this...

There are few cities in America with more onerous regulations on its taxpayers that go out of there way to make sure criminals can avoid all regulations than DC. They know that the taxpayers are suckers.

For open air drug markets, basic vice work to conducted stated buys and arrests are obvious. While I don’t oppose “shutting down” an area for a period of time, all that will do in practice is disperse the drug dealers to other areas. They need to be arrested and prosecuted. This seems both lazy for police and intended to ensure that criminals don’t get arrested.
