What you're really asking is "do they really enforce code where I live?" Not really possible for anyone here to answer. I'd ask someone who deals with your local code all the time.

Hi, We are replacing fixtures in our small old bathroom. We used to have 17 inches between toilet and bathtub. We will now have 20 inches between toilet and bathtub. I read that the code is 21 inches. Is this one inch excess we have a dealbreaker?
