Correct. Where have you been OP? We the people always get ripped. We taxpayers pay for food stamps for example for Wal-Mart and Amazon workers because those mega billion companies do not pay their workers enough. Blame the companies and their lobbyists..not the workers just trying to get by.

How is tipping different from paying more in the menua d staff earning more?
There are differences but they aren't "bailing out".

Tipping is better in fact since the tip money goes to the staff and can't be redirected to the owners.

Is it true that by socially allowing constant tipping we bail out corporations from paying fair wages. The bigger problem at hand never gets addressed as long as we perpetuate tips being a source of income.
