No, that is not it. Over the last few years, they’ve shifted their focus from merit aid to out of state to FA to instate.

DC was accepted to Pitt last year and the feedback was that Pitt (and Penn State) offer very little in merit aid

FWIW, DS was accepted last year as a CS major. After scouring and participating in multiple message boards, I don’t recall a single post in which a CS major received merit. Good luck!
