It would be fine, unless you had said clearly beforehand that you did not like surprises, or there was some known bad blood, or the kids had known issues when cared for by grandparents, or any other known issues.
I have anxiety and HATE surprises. Some of them are delightful, but I want to avoid the bad ones. So my parents and spouse know not to surprise me like this, because I have verbalized it in so many words, many times.

oh no. i'm sure we're going for dinner. but we could go for dinner and get a babysitter, no need to have weekend guests to facilitate a dinner.

I would tell him I’m not going. I’m not entertaining my ILs for the weekend for a few measly hours at a restaurant. Non-starter. Nope. Nothing would kill the mood more. Gross.
