I would talk to them - but it's easier said than done. At the same time, Youtube has so much useful information. You can learn anything.

Kids know a million sites for accessing YouTube videos that aren't YouTube. He probably has a shared Google slide deck with his friends with all sorts of links.

Is the problem at home or during class? HS is hard because teachers do a lot on Chromebooks and they don't want to create paper-based alternatives. Many teachers are too busy during class to police online activity. But some kids don't have the maturity to stay on track. It's an impossible system.

This. It's really difficult to block it completely. The kids quickly learn the work-arounds and can get on YouTube anyway.

My son had to get a permission slip signed to be able to access it on his chromebook. Did you? Ask the school to block it if you didn't.
