OP here. Should have clarified that the substitution rules for their league do not allow players to be subbed back in after subbing out in either half. They can return at any point in the second half though if they subbed out in the first half.
OP, a 13 year old should be able to play winger the whole time, if they are not injured. If your kid is getting subbed out earlier than you think they should, they likely need to work on cardio AND/OR the coach is hiding them in that position and giving them minimal playing time.

Other kid is a wing. They sub regularly at U13. A lot of running for those positions as you move to big field. I'd say every 10-15 minutes isn't rare to substitute even less sometimes.
