Its 2 million people in a country of 330 million. I don't think its that bad of a problem. They're only pregnant for a short period in their lives and can briefly locate on delivery night like that woman did.

Hospital lady in the article said that they shut down because short staff can't serve patients safely. Now imagine what it's like for patients with 0 staff or facilities!
