DD was an officer every year in ES and leadership during MS. It definitely helps to get siblings and friends of friends/teammates, etc. to help get votes of the opposite gender. Does he play a sport with boys who have sisters in the school? What about neighbors or other similar connections? Word of mouth is key and the kids who aren't running have a lot of power to influence the masses.
If there is an official speech component to the election, quoting a TS lyric or 2 (in a non cringe way) could definitely help!

It’s basically a popularity contest and at this age girls will vote for girls and boys for boys. If he is the most popular boy running, he has a good shot. Focus on the boys first. Can he get a few girls on his side - ask neighbors, siblings friends, etc? Depends what girls are running- best case scenario they’d split the girl vote and he can sneak by. Honestly with these things, it just depends who else is running. “Policy” is largely irrelevant.
