What does it say about you that you think it’s more than acceptable for a human being with clear mental challenges to live in a park, peeing in bushes? People care more about homeless dogs than people and it’s truly disgusting.

You most certainly CAN petition to have those rights in regards to someone who lacks the mental facilities to take care of themselves and their own mental health.

Sure, you can petition to be a guardian but you can’t force treatment. And you certainly can’t commit someone involuntarily for mental health treatment without going through a lengthy process to show that a mentally ill person is a danger to himself or others. Roaming around the neighborhood and sleeping at the park doesn’t qualify.

And yes, most drug addicts are enabled by parents somehow. This one charges the cell phone they most likely pay for, at their house. Get him some help!

In any event, would everyone be better off if he would go to a shelter, where there is at least a chance he could access the resources to help him?

Does the park have a restroom? Maybe you should advocate for a proper restroom if you are so concerned about a penis.

His parents live in the neighborhood. He has a cell phone he often plugs in while he’s sleeping. He also pulls out his private parts to pee while children are at the park.

He’s most likely an addict. You can try calling a police non-emergency number but the chances of them doing anything helpful are about 1%.

Has anyone else noticed this guy? Young, seems dazed. I often see him sleeping on the hill by the baseball fields or at a picnic table near the playground. I once saw him asleep on the ground near the playground in the middle of the day. He wanders around the neighborhood a lot.

Any advice on what to do (if anything)? He seems like he needs help. Who do you even call? He doesn’t seem to be harassing anyone but it’s very odd (and sad).
