Penn is a really hard admit from the DMV. And so is Duke these days.

Do NOT go to Cornell for public policy. They have many fine programs, but their policy program is not good at all.

that said, as an undergrad you shouldn't put too much emphasis on a specific program. Statistically, you will almost certainly change your mind.

Does your kid WANT to commit to one of them? If not, don't ED any of them. If they are happy with Cornell, then ED Cornell. If not, hold off and do EA

Best chance ED from the DMV and an excellent option with those interests is Chicago (especially for Econ).

The areas and environments are so different at those 3 schools. You must have preferences for how and where you want to spend the 4 years. Your prospects will be great coming from any of them.
