The voice change is not totally random and I've read multiple places when their voice has fully dropped they've finished their major growth spurt. This makes sense if you think about it. Part of what is going on is their larynx is physically growing. I do think voice change can be rather quick or take longer.

When the voice change of a boy has begun, the growth spurt is in its most intensive phase. When the voice has acquired adult characteristics the growth rate has begun to decelerate.
For my son, the leg hair growth was late. But we are very fair and not that hairy in general.
