You can only use providers already approved by VA DOE. I'd start with that list and go from there. I think anything that helps with math and literacy skills is probably fine. I think you have to spend the money by a certain date (for us, we had to spend at least $1 by Sept 1st) and it was a bit hard to do. But for our kid it was straightforward what we needed--occupational therapy. The only problems for us were waitlists to get into OT but I figured out a workaround. I think a lot of people suggest mathnasium (right? I think it's one of the ones, outschool may be another) because it's an approved provider and easy to just sign up.

I’m sorry, I misread your post. Ask your child’s pre-k teacher for recommendations. At that age the only advice I’ve ever heard is to read to my child and play math games.
