Yes, parents absolutely refer. As PP mentioned, there are probably very few teacher referrals that occur outside the Title I realm. If you think your child would benefit from the program you should definitely self-refer. This is very common.
With the new local standards in place, 10% of every elementary school is in-pool and thus teacher-referred.
In pool and teacher referral are two completely different things.
