This is what I do. I've done the circle around several times until the person is standing at the curb waiting for me. It's a pain, but they don't let people sit there and I don't want a ticket.

Honestly in the context of airport pick up and drop off, 3 minutes might as well be 10-15 minutes. It's a pretty fast turn around.

As for whether you need to pay it, you did refuse to move, the supervisor sided with the parking officer, and you got a ticket for refusing to move your car. Why wouldn't you pay that ticket? You undeniably did what you were cited for.

And it's National, not Reagan.

Is grandma disabled? If so, next time sign her up for wheelchair service. I had to use it when I had a sprained ankle. I wasn’t bad off enough to make them wait for my luggage since I had my boyfriend with me. They just took us to baggage claim. But I think it’s possible they’d take her out to the curb.

I would pay the ticket but write a complaint.

You pulled up and sent your kids inside to find their grandmother, which probably took a fair amount of time. And then grandmom, understandably, took a whole to walk out.

The curbside pickup is intended for people who are already there waiting. Not for those that have to be found inside first. You could have dropped off your kids and had them walk grandma out while you did another look of the airport. They could have found a bench to wait on if it took you longer than it took them.

In addition to being a security hazard, cars just sitting there and waiting around for passengers who are still inside the terminal really screw up the flow of traffic for the rest of us.
