I also waited tables for years. I never "made" drinks - that is for the bartender. Are you referring to opening a bottle of wine, or pouring coffee?
The busser should be clearing the tables. I am guessing there is a shortage of labor. And yes, the foodserver should be checking on the table over the course of a meal, but I rarely see that in DC, at least in my neighborhood restaurants.
