I don’t think it’s possible for part of a state to form a new state. It is possible to join another state - that’s happening in Oregon where a few counties want to join Idaho instead. But you would need the permission of the state you’re leaving as well as that of the federal government.

The reason nova is doing well is because of the pro business policies of Richmond
