This is a fabulous answer. Regarding the OP, Fenty and Gray were both better than Bowser.
Gray was responsible for the beginning of the end of Tony Williams' efforts to fix DC. Gray is the one who came in to say DC wasn't broken. Fast forward to our post-apocalyptic landscape today when outside my NWDC window, I see loiterers, empty storefronts, and "doggie parents" instead of actual children playing.
