I'm betting the schizophrenia is linked to heavy marijuana use, probably as an adolescent. The report says mental health services are revolving doors, so it sounds like she's had him referred before but they just keep letting him back out. People say they want us to "improve mental health services" but do they realize that means make it easier to commit and hold people who might otherwise do harm to themselves and others?

The OP should have expressed concern for the victim first. Still, rising crime in this county affects all of us and it’s not unreasonable to respond with fear and concern.
