Friends who are having trouble at home frequently stay with friends. My mother took in friends of my older sister and my younger sister. They are fine adults. College graduates in the helping fields.
Let him know you’ll have to call CPS if he brings drugs or alcohol into the home.

A youth can be taken in with parental consent or legal emancipation.
Neighbors aren't mandated reporters for abuse.

I'm not saying he isn't ever using, but kids who live with smokers smell like smoke. It's beyond their control.
So while I agree about barring drugs from your house, you shouldn't kick him out for being stinky. Let him keep some clean clothes and shower products at your house. He probably doesn't want to smell like that at school either and you could help him with that during the school year.

If the parents are supplying drugs and alcohol, possibly addicts themselves, and the kid is struggling with his mental health, I would absolutely call CPS.
I would also let him know he is always welcome at your house if he’s clean and sober, but this kid needs professional adults to help him. CPS isn’t perfect but it’s what there is.

I’m sorry for both of you, he is struggling & you are in a tough spot.
I would try to reach out to him. Tell him he’s always welcome - but drugs or alcohol are not. He is always welcome in your home without that- ask him what he likes for food, & tell him you will keep it stocked. Be kind to him, but make it clear you just want him - no drug or alcohol use in your home.
