Yes. On the staggered terms, I can only think that those Board members are such cheerleaders for the ACPS central office that they are making the staggered terms a priority to the lessen the burden on the Central Office when there is large turnover in the school board.
How do staggered terms lessen the burden on the Central Office? And has the Board explained how they are going to make these changes? The city charter says that the General Assembly has the final say. To my knowledge, the school board hasn't outlined a timeline or plan that includes the general assembly.
