It is hard enough to evict non-paying tenants in DC. There is no chance of successfully evicting this tenant over this, regardless of what the lease says.

I would say you're happy to call the police but that you're obligated to report what you've heard, which is that the property manager initiated the aggression towards the tenant.

The tenant pulled into an area on the side of a garage they weren't supposed to because they had a sick child and the property manager pulled up behind them and began screaming telling them to move the car. Property manager has a history of being rude. Tenant started screaming back at property manager.

I don’t think you can legally evict a tenant for arguing with the property manager, unless they were outright assaulting/threatening.

I doubt the lease says anything about arguing with the property manager.

What was the substance of the argument? Is the tenant violating the lease in some way?

Can she legally do anything? The police were never called. By all accounts words were exchanged from both parties. I am going to call her back and don't want to walk into this blind.
