I know a woman who is plus sized and she has a very straight chin-length bob with short bangs that go straight across her forehead. Her hair is a dark brown.

I'm just using this as an example. but her look kind of comes across as a bit severe because the bob is so straight and so are the bangs. She'd benefit from softer layers and softer bangs rather than straight across bangs. I really emphasize layers here because a bob can show off an unflattering neck and the harsh lines don't do it any favors.

And by "shorter" i mean around shoulder length and above. Chin length is usually flattering. Some side-swept bangs and soft face framing layers are also nice.

I'm a cosmetologist and in beauty school we were taught that shorter hair styles with layers and movement are most attractive on plus-sized women.

No, but volume and movement detract attention from a heavier face/neck. You don’t want a sleek, jawline bob. Big girls should have big hair, imho. I am not talking about a Hairspray inspired beehive.
