IEEE Spectrum has had several balanced articles about this question.

As near as I can tell, if the car's battery was either mined or manufactured in China, there is a huge carbon footprint associated with the battery. China is heavily dependent on coal power plants for electricity and does not have modern air pollution rules on vehicles. Further, China imports the lowest cost coal it can find, which usually is high sulfur coal.
