The reason they do not is that if high schools went as late as elementary schools they could not have after-school sports practices and kids could not have after-school jobs.

This. Our ES starts at 9:00, our MS starts at 8:15 and our HS starts at 7:45. Every once in a while MCPS does a study on options for making the HS start time later. The biggest roadblock is the cost of purchasing additional busses, which the county wants to avoid.
Yup. They could have fixed this by building more ESs and making them nearly all walking.
