Macys has lots of dresses. I was just there and there is a nice selection. Francesca’s is nice for teens but not sure about tweens. Gap has a nice selection if you’re looking for white dresses.

Shopping for 9-13 year old girls sucks. No tween wants to wear the same thing as a 5-year-old. But as a parent I don't want them to wear the same thing as a 15-year-old. Justice used to be the sweet spot. Abercrombie Kids is pretty good.

I took my 16 yr old to look for a bat mitzvah dress for her brothers event. It was awful. Yes she fits into adult clothes but she doesn’t want to be wearing the same styles as me. When I asked for young adult dresses I was shown bodycon dresses.

Try Marshall’s TJ Max and those types. I found dresses for some nicer occasions for my 12 year old there and they were reasonably priced and she like the styles. You could try Windsor Fashions in the mall and also JC Penny and Macy’s.
