You can absolutely do a bathroom of this size for less than $20K. Choose your tiles and fixtures wisely. Are you installing a new bath or just a shower? Bathtubs can get pricey. Most important, do not skimp on proper waterproofing behind the shower and tub. Read up on Schluter KERDI, Redgard, etc. Ask the contractors what methods they use; if they don't have a clear answer or talk about tiling over sheetrock, move on. A cheap install that has to be ripped out is an expensive install.
