As someone who works a solid 35hrs a week (im talking work hours not BS that adds time) I have to agree. Though I produce 7hrs of work a day I’d say only 4.5 are quality hours.

The problem is this works for some jobs and not others. If you do this for police, firefighters, teachers, sanitation workers, doctors, etc. then you need to sudddenly hire a bunch more of them.

Well duh. I think my health was fine when I worked full time and had a commute. But since kids? Not possible. There's just not enough time for exercise, sleep, socializing, downtime. There aren't enough hours in the day when you spend so many of them taking care of other people and work fulltime.

5 hour work day is really more workable. I can do five hours and feel like I filled my time. More than that and I’m wasting someone’s time. Theirs or mine.

I agree OP. I have thought this my whole adult life. I have only had jobs that are flexible enough that I can still exercise. Not surprisingly, I don't make a lot but luckily I'm married. However I think my DH health is suffering because he works at a demanding in-person job with a 30 minute commute.
